O'Neill told the congressional task force he believes Jack Ruby was an MK-Ultra asset and submitted documents he said contradicted the CIA's 1977 account of LSD experimentation.
What the proof shows
Tom O’Neill — in sworn written testimony to a House task force — said he found correspondence showing CIA contractor Dr. Louis Jolyon West worked with Sidney Gottlieb’s MKULTRA unit and that West examined Jack Ruby. Those facts (West’s CIA ties and his psychiatric evaluation of Ruby) are documented in O’Neill’s submitted statement and contemporary reporting. However, surviving primary CIA records reviewed by the National Archives explicitly state the Agency had “no information on Jack RUBY” and “no indication that RUBY and Lee Harvey OSWALD ever knew each other, were associated, or might have been connected in any manner.” No declassified CIA or other contemporaneous primary document located in this search identifies Jack Ruby as an MKULTRA subject or “asset.” O’Neill’s testimony raises questions and presents circumstantial connections (West’s role + West’s contact with Ruby) but does not provide a primary record showing Ruby was an MKULTRA asset; therefore the claim is not supported by available primary documents and is at best an unproven hypothesis.
